  • SEC Clears Listing Path for 3x Bitcoin and Ether ETPs; Trading Still Needs S-1

SEC Clears Listing Path for 3x Bitcoin and Ether ETPs; Trading Still Needs S-1

On October 2, 2026, the Securities and Exchange Commission approved Cboe BZX Exchange’s proposed rule change — Release No. 34-106577; File No. SR-CboeBZX-2026-065 — to list and trade six series of the VS Trust under BZX Rule 14.11(e)(4) (Commodity-Based Trust Shares): the 3x Gold, 3x Silver, 3x Bitcoin, 3x Ether, 3x Crude Oil, and 3x Natural Gas ETFs.

Volatility Shares LLC sponsors the Trust. Each fund seeks daily investment results, before fees and expenses, equal to three times (3x) the daily performance of its reference commodity, measured through a specified portfolio of first- and second-month futures plus cash collateral. The products do not hold spot bitcoin or ether. Although each fund carries “ETF” in its name, the Commission’s order classifies them as Commodity-Based Trust Shares — exchange-traded products (ETPs), not 1940 Act investment companies.

The rails signal is the category itself: bitcoin and ether sit in the same approval order as gold, silver, crude oil, and natural gas. Cboe filed the proposal on August 10, 2026; the Federal Register notice followed on August 19; approval came October 2 with no comments on the record.

Listing clearance is not a trading green light. Shares cannot be offered or traded until the Trust’s Form S-1 registration statement under the Securities Act becomes effective. The order discloses no launch date. The VS Trust S-1 on EDGAR lists proposed tickers including BITH (3x Bitcoin), ETHK (3x Ether), GLDU, SLVK, OILY, and NATX.

Product fact, not scare copy: these are daily-reset leveraged ETPs. Over periods longer than a day, path dependency means returns can diverge from a simple 3x of the reference commodity’s move. Existing broker-dealer and adviser standards of conduct still apply to recommendations of leveraged ETPs.

What cleared on October 2 is the exchange listing path under Commodity-Based Trust Shares rules. What has not cleared is public trading. Until S-1 effectiveness, the clean read is rails permission — not a live product tape.

  • SEC Proposes Crypto Custody Rules for Advisers and Regulated Funds

SEC Proposes Crypto Custody Rules for Advisers and Regulated Funds

On October 1, 2026, the U.S. Securities and Exchange Commission proposed Adviser and Regulated Fund Custody Rules; Crypto Custody Rules — Release Nos. IA-7023 and IC-36353, File No. S7-2026-35 — to address how registered investment advisers and regulated funds may custody crypto assets that are funds or securities (or, for funds, securities or similar investments).

Chair Paul S. Atkins said the proposal aims to “provide a clear regulatory framework for the custody of crypto assets,” closing a gap where advisers and funds have been “guessing how to effect lawful custody” under rules written for traditional assets. The release is a proposal, not a final rule: comments are due 60 days after Federal Register publication.

Two rails changes sit at the center. First, under limited conditions, an adviser could self-custody client crypto — including for regulated-fund accounts under a parallel fund rule — when it determines in writing, initially and quarterly, that no permitted custodian is available for that asset. Guardrails described in commissioner statements and the proposing release include safeguarding expertise and systems, cybersecurity controls, annual reviews, internal-control reports, and client account-statement or equivalent disclosure requirements. Commissioner Hester M. Peirce noted the proposal’s “self-custody” label means adviser custody of client assets, not retail wallet self-custody.

Second, the proposal would allow eligible state-chartered trust companies to serve as permitted crypto custodians if the adviser or fund has a reasonable basis, after due inquiry, that the trust company is authorized by its state banking authority to provide crypto custody and maintains written policies reasonably designed to safeguard crypto and related cash — plus review of audited financials and internal-control reports, and segregation of client assets from the trust company’s proprietary assets.

The package also modernizes long-standing Advisers Act and Investment Company Act custody provisions and would redesignate the Advisers Act custody rule as proposed rule 223-1, with related Form ADV and Form N-CEN disclosure updates. Atkins framed the custody proposal as one piece of a broader Commission crypto stack that has included staff tokenization guidance, a tokenized-securities taxonomy, Regulation Crypto Assets offering proposals, and an Innovation Exemption for certain tokenized NMS-stock trading.

What it is not: a statute from Congress, and not an effective compliance path until the Commission adopts final rules after comment. Until then, the clean fact is that the Commission has put a public custody blueprint on the table — with self-custody and state-trust options as the headline institutional rails.

  • Evernorth Flags Expected Oct. 7 Close, Nasdaq XRPN Trading Oct. 8

Evernorth Flags Expected Oct. 7 Close, Nasdaq XRPN Trading Oct. 8

Evernorth Holdings, Inc. and Armada Acquisition Corp. II (Nasdaq: XRPN) said in a company release this morning that the business combination is expected to close on October 7, 2026, with Class A common stock of the combined company expected to begin trading on Nasdaq under ticker XRPN on October 8, 2026 — subject to satisfaction or waiver of remaining closing conditions.

The dated timeline follows Armada’s extraordinary general meeting on September 30, where shareholders approved the condition-precedent proposals for the combination. Armada’s Item 5.07 Form 8-K, filed October 1, records the vote: a quorum of 21,877,045 SPAC common shares (about 69% of shares entitled to vote); Business Combination Proposal 20,514,034 for, 1,362,081 against, 930 abstentions; Merger Proposal 20,514,597 for, 1,362,089 against, 359 abstentions; and Class B-only domestication approved unanimously, 7,880,000 for. Hardwire covered that tally earlier today. Shareholder approval is not closing, and closing is not automatic listing.

Per the October 1 company PR (issued about 8:00 a.m. ET), the combination is expected to raise approximately $300 million in gross cash proceeds before transaction expenses — including about $225 million from related private placements, $30 million of incremental convertible note financing, and approximately $48 million of trust proceeds. Investors have also contributed XRP in kind. At closing, Evernorth is expected to hold approximately 473 million XRP if those contributions land as described. The release states that 100% of both advanced and delayed funders are participating. Named backers in the PR include Arrington Capital, SBI Group, Ripple, Pantera Capital, Kraken, and GSR, among others.

After closing, the combined company would operate as Evernorth Holdings, Inc. Armada’s Class A ordinary shares already trade on Nasdaq as XRPN (units XRPNU; warrants XRPNW); the PR points to continued use of XRPN for the combined company’s Class A common stock once closing and listing steps clear. The Block’s same-day report (about 11:17 a.m. ET) restated the Oct. 7 close / Oct. 8 trading expectation and the ~$300 million cash and ~473 million XRP figures from the company materials.

What still sits on the rails: remaining closing conditions in the Business Combination Agreement and related subscription and contribution agreements; whether private-placement and in-kind counterparties fund as committed; final trust cash after redemptions and expenses; and Nasdaq listing clearance for the combined company’s securities. Until a closing 8-K and listing notice land, Oct. 7 and Oct. 8 remain company-expected dates — not completed events.

    Key facts

    • EGM approvals: Sept. 30, 2026 (Item 5.07 8-K filed Oct. 1)
    • Expected close: Oct. 7, 2026 (company PR; subject to remaining conditions)
    • Expected Nasdaq Class A trading under XRPN: Oct. 8, 2026 (company PR)

  • Armada Shareholders Approve Evernorth Combination; Closing and XRPN Listing Still Ahead

Armada Shareholders Approve Evernorth Combination; Closing and XRPN Listing Still Ahead

Armada Acquisition Corp. II’s Item 5.07 Form 8-K, filed October 1, confirms that shareholders approved the condition-precedent proposals for its business combination with Evernorth Holdings Inc. at the September 30, 2026 extraordinary general meeting.

A quorum of 21,877,045 SPAC common shares — about 69% of shares entitled to vote — was represented. The Business Combination Proposal passed 20,514,034 for, 1,362,081 against, and 930 abstentions. The Merger Proposal passed 20,514,597 for, 1,362,089 against, and 359 abstentions. Only Class B holders voted on domestication; that proposal cleared unanimously, 7,880,000 for and none against. Non-binding advisory document proposals also passed. The adjournment proposal was not presented because enough votes were already on the table.

Approval clears the shareholder-vote condition in the Business Combination Agreement among Armada, Evernorth (Pubco), Pathfinder Digital Assets LLC, merger subsidiaries, and Ripple Labs Inc. It does not close the deal. Armada’s September 17 8-K still pegs expected closing in the fourth quarter of 2026, subject to customary conditions — including Nasdaq listing clearance for Pubco’s Class A common stock and warrants after notice of issuance, and funding and contribution conditions under the subscription and contribution agreements.

Ticker hygiene matters. Armada’s Class A ordinary shares already trade on Nasdaq as XRPN (units XRPNU; warrants XRPNW). The combined company is also expected to trade under XRPN once closing and listing conditions are satisfied. Shareholder approval is not the same event as closing, and closing is not a same-day debut of a new public float.

Evernorth describes itself as a digital-asset treasury that intends to hold and actively manage XRP and allocate capital across XRP-linked infrastructure under public-company disclosure. Company materials have pointed to an expected treasury of at least about 473.3 million XRP at closing — a figure that remains contingent on close and on counterparties funding contributions as committed. A separate $30 million convertible senior PIK note facility at Evernorth is also conditioned on closing concurrently with the combination.

Public shareholders could vote for the deal and still redeem; the redemption deadline was September 28. Final cash left in the trust for the combined company will depend on redemptions, expenses, and whether private-placement parties fund — numbers that typically land in later closing disclosures, not in the vote 8-K.

What to watch next: closing announcements, any redemption and trust-cash updates, and Nasdaq listing notice for the combined company’s securities. Until those land, the clean fact is that the inspector’s tally is now on EDGAR — and the rails from vote to listed treasury company still have conditions left to clear.

  • Brazil’s CSD BR Starts Mirroring Fund Records on the XRP Ledger

Brazil’s CSD BR Starts Mirroring Fund Records on the XRP Ledger

Brazil’s CSD BR has begun using the XRP Ledger as a second record for ownership of selected BTG Pactual investment fund shares, while its own systems remain the official source of record for registration, deposit, and settlement.

In a Sept. 29 statement, Ripple said the first phase of its partnership with CSD BR will tokenize and mirror those fund shares on XRPL using the Multi-Purpose Token standard. Authorized participants can use the blockchain copy as a near-real-time query and audit layer. CSD BR said it holds more than 22 trillion reais in registered assets across its broader platform — a measure of the depository’s scale, not the size of the XRPL pilot.

The architecture is deliberately cautious. CSD BR retains control over issuance and administration, including participant authorization, freezes, and clawbacks when required by regulators or courts. Access is permissioned to Brazilian corporate and banking clients subject to KYC and AML checks. Ripple and CSD BR said the model was built inside the current regulatory framework and does not, in this phase, change legal responsibilities for investors, issuers, or participants.

That distinction matters. Assets registered with CSD BR are not being migrated onto XRPL as the legal books. The public ledger is a complementary mirror for reconciliation and transparency, not a transfer of the official register. CoinDesk reported the same structure: CSD BR’s database stays authoritative for custody and settlement.

If mirroring holds up under live conditions, the partners said they may later test native issuance and trading among authorized participants, with Brazilian real-estate and agribusiness receivables (CRI and CRA) under consideration. Those steps are forward-looking and would need their own operational and regulatory scrutiny.

For risk-averse readers, the story is not that Brazil “put trillions onchain.” It is that a central bank– and CVM-authorized market infrastructure chose a public ledger for a controlled, live audit layer — with clawbacks and identity gates intact — while keeping legal finality off the chain for now.

  • Hashgraph Group Puts Hedera Identity Rails on IBM Cloud Catalog

Hashgraph Group Puts Hedera Identity Rails on IBM Cloud Catalog

The Hashgraph Group (THG) on Sept. 23 announced that its IDTrust self-sovereign identity platform — built for AI agents, devices, and humans — has been validated and listed on the IBM Cloud Catalog. THG also said it qualified for IBM Silver Partner status and signed a global Embedded Solution Agreement covering Cloud and AI. The company frames the listing as among the first commercial Hedera-based enterprise applications purchasable as SaaS through a major cloud marketplace, putting verifiable AI-agent identity (“Know Your Agent”) in front of IBM’s enterprise client base. IBM has been a Hedera Governing Council member since 2019.

IDTrust issues decentralized identifiers and verifiable credentials anchored on Hedera’s ledger, with MCP servers designed so agents connected to IBM watsonx Orchestrate can obtain credentials and leave an auditable trail. Stefan Deiss, Co-Founder and CEO at THG, said enterprises are deploying AI agents that can negotiate contracts and execute financial transactions, and that the core question is how to know an agent is authorised — a problem IDTrust is meant to address via the IBM Cloud Catalog path. Naemi Benz, Vice President IBM Partner Ecosystem DACH, said IBM recognized the enterprise potential of Web3 solutions and that THG’s agent-ready identity work on Hedera made the partnership a natural fit. Those are primary-source quotes from the Sept. 23 PR Newswire release — useful for who is wiring identity rails, not a holdings recommendation.

Secondary Markets tape into Tuesday’s Asian session: Bitcoin traded just above about $83,100 overnight, with the U.S. 10-year yield near multi-year highs around 5.25% in Asia and Brent near $107 ahead of Wednesday’s PCE print (CoinDesk, Sept. 29). For Sept. 28 ETF daily net inflows (SoSoValue via CoinGabbar, Sept. 29): bitcoin funds about $31.07 million (the smallest September daily print cited), ether about $17.10 million, XRP about $3.96 million (Canary only), and solana about $12.70 million. Cumulatives cited on the same print: bitcoin about $57.58 billion, ether about $13.96 billion, XRP about $1.79 billion, solana about $1.62 billion, with XRP ETF NAV around $1.68 billion. Separately, Strategy Inc.’s Sept. 28 Form 8-K reported purchases of 1,665 BTC from Sept. 21–27 for about $142.7 million at an average of $85,681, bringing holdings to 847,666 BTC as of Sept. 27, plus roughly $151.7 million of STRC preferred repurchase. Secondary screens also show HBAR with a sharp roughly 20–27% 24-hour outperformance into Sept. 29 (Global Banking & Finance / market screens) — cited here as secondary tape with a range, not as proof that the IBM listing alone caused the move.

What this piece does not claim: that an IBM Cloud Catalog listing equals finished U.S. market-structure law, that overnight HBAR outperformance is solely attributable to the THG announcement, or that ETF daily prints validate any single vendor. The measurable Markets fact is narrower. A Hedera Governing Council member’s cloud marketplace is now distributing a Hedera-anchored identity SaaS for AI agents, with THG at IBM Silver Partner status under a global Embedded Solution Agreement.

  • Clearing House Picks Quant to Power U.S. Tokenized Deposit Network

Clearing House Picks Quant to Power U.S. Tokenized Deposit Network

The Clearing House on Sept. 24 announced it has selected Quant to power its On-Chain Money Initiative, an interoperable payments network meant to let financial institutions of all sizes clear and settle tokenized deposit transactions. Quant’s stack is described as the network’s interoperability, orchestration, and transaction-management layer, with connectivity to existing fiat rails institutions already use — including the RTP® and CHIPS® networks. The network is expected to become available to participating institutions in the first half of 2027, with more detail on participation and use cases to follow as development continues.

That is bank infrastructure news, not a retail tape print. The Clearing House operates U.S. payments networks that clear and settle more than $2 trillion each day across wire, ACH, check image, and real-time payments. The On-Chain Money Initiative was announced in June and is framed as a response to demand for faster, more automated money movement — payments that settle immediately and transactions that can trigger once agreed conditions are met. Tokenized deposits, as The Clearing House describes them, remain deposit liabilities under existing protections and oversight, recorded and moved on the shared network rather than as a separate product each bank builds alone.

Quant’s founder and CEO, Gilbert Verdian, called the selection “a defining step in the global transition to programmable money,” noting The Clearing House’s position at the center of the U.S. banking system. Sal Karakaplan, Chief Strategy Officer of The Clearing House, emphasized proven, scalable technology for interbank tokenized-deposit infrastructure. Those are primary-source quotes from the Sept. 24 release — useful context for who is wiring the rails, not a holdings recommendation.

Secondary Markets context for the same week: U.S. spot bitcoin ETFs took in about $2.39–2.4 billion in net inflows in the week ending Sept. 25, the largest weekly haul since October 2025, flipping 2026 year-to-date net flows positive (SoSoValue via The Block; Farside/crypto.news prints $2.39 billion). Spot ether ETFs added roughly $690 million the same week. Spot XRP ETFs added about $75.6–76 million for the week (SoSoValue). Separately, CoinDesk reported Sept. 26 that the XRP Ledger’s BatchV1_1 upgrade slipped after validator support briefly fell below the 80% threshold — earliest activation around Oct. 9 if support holds. Those figures sit beside the Clearing House lead; they do not replace it.

What this piece does not claim: that H1 2027 availability is a hard launch date for every institution, that tokenized deposits equal a finished U.S. market-structure statute, or that ETF weekly prints validate any single vendor choice. The measurable Markets fact is narrower. The operator of core U.S. bank clearing infrastructure has named Quant as the technology partner for an interoperable tokenized-deposit network tied to RTP and CHIPS, with access expected in the first half of 2027.

  • XRP Spot ETFs Take In $22.65M as Bitwise Leads the Session

XRP Spot ETFs Take In $22.65M as Bitwise Leads the Session

U.S. spot XRP exchange-traded funds recorded $22.65 million in net inflows on Friday, Sept. 25, according to SoSoValue data cited by CoinGape and secondary desks including KuCoin News. Bitwise’s XRP ETF led with $18.39 million — about 81% of the day’s total — while Franklin Templeton’s XRPZ added $4.26 million. The other three listed products showed no net movement in that print. Cumulative net inflows across the five funds rose to about $1.79 billion, with combined net assets near $1.77 billion, or roughly 1.80% of XRP’s market capitalization. Session trading value across the products reached about $57.75 million, including roughly $37.07 million from Bitwise.

Spot XRP itself was reported near $1.55 into Saturday morning after tagging about $1.60 earlier in the week, with CoinGape placing immediate resistance at $1.60 and support near $1.50. That is tape context, not a target. The ETF print is the measurable Markets fact: another green session in a non-bitcoin wrapper after a multi-day stretch that already included roughly $38 million across Sept. 23–24 in earlier SoSoValue snapshots.

Bitcoin remained the larger regulated channel. SoSoValue put U.S. spot bitcoin ETFs at about $134.5 million net on Sept. 25 — a seventh straight inflow session in CoinNess’s readout — with BlackRock’s IBIT leading near $97.0 million and Fidelity’s FBTC near $49.3 million, while Bitwise’s BITB showed an outflow of about $11.8 million. CryptoSlate’s week-to-date frame through Thursday still had roughly $3.04 billion into U.S. crypto ETFs across bitcoin, ether, Solana, XRP, and Zcash, with nearly $800 million outside bitcoin. Those figures sit beside the XRP line; they do not replace it.

Separately, Arbitrum remains one of the L2 rails where tokenized-equity activity has been printing in volume this month. Robinhood Chain — built with Arbitrum Orbit technology under the Arbitrum Expansion Program — has routed a contractual share of net protocol revenue back to the Arbitrum ecosystem (reported as 10% of net protocol revenue, with the bulk of that share to the Arbitrum DAO treasury). Offchain Labs and secondary desks have also covered Arbitrum’s move to replace Timeboost with per-transaction priority auctions that route about 97% of that stream to the DAO. That is a positive rails note, not a holdings call: institutional product experiments and L2 settlement design are moving in parallel with the ETF tape.

What this piece does not claim: that Friday’s XRP ETF print predicts a break of $1.60, that staff FAQs classify XRP, or that L2 revenue share equals a completed U.S. market-structure statute. The measurable news is narrower. A non-bitcoin spot ETF complex took in $22.65 million in one session, Bitwise carried most of it, cumulative XRP ETF inflows sit near $1.79 billion, and Arbitrum-linked rails continue to host real tokenized-activity volume while Washington’s statute clock stays separate.

  • Ondo Launches BlackRock-Powered Portfolio Tokens for Non-U.S. Investors

Ondo Launches BlackRock-Powered Portfolio Tokens for Non-U.S. Investors

Ondo Finance launched Ondo Intelligent Portfolios on Thursday, Sept. 24, delivering three portfolio strategies developed by BlackRock for Ondo as single onchain transferable tokens, according to a company release carried by PR Newswire. The products are aimed at eligible investors outside the United States in permitted jurisdictions — not a U.S. retail ETF wrapper.

The three tokens named in the release are BLKHIon (Ondo High Income Powered by BlackRock), BLKDIGon (Ondo Diversified Growth Powered by BlackRock), and BLKGRWon (Ondo High Growth Powered by BlackRock). Ondo Global Markets issues the portfolio tokens; Ondo Finance handles tokenization. Holding one token is described as economic exposure to a weighted basket of tokenized underlying assets, with mint and redeem at the portfolio-token level rather than buying and rebalancing each line item by hand. The release says holdings, weights, and every rebalance are visible onchain, and that the tokens are transferable peer-to-peer across wallets, exchanges, and DeFi protocols.

BlackRock’s Lisa O’Connor, Global Head of the Model Portfolio Solutions team and Co-CIO for Global Solutions within Multi-Asset Strategies, framed the launch as delivering diversified portfolio strategies through tokenized investment products. Ondo’s Acting CEO and President Ian De Bode called it the first time eligible onchain investors can access such strategies through a single token. Neither statement is a U.S. regulatory approval. The products are not described as ownership of the underlying securities themselves; they are Ondo-issued tokens backed by tokenized exposure structures Ondo already runs for non-U.S. investors.

That distribution boundary matters for Hardwire readers. The same week U.S. spot bitcoin ETFs finalized another green Farside Investors session — Sept. 24 net inflows of $190.7 million, led by BlackRock’s IBIT at $162.6 million — the BlackRock name also appears on an onchain portfolio product line that explicitly targets non-U.S. eligible investors. Separately, SoSoValue’s U.S. spot XRP ETF dashboard shows three consecutive inflow sessions: $20.02 million on Sept. 22, $18.04 million on Sept. 23, and $14.89 million on Sept. 24, about $52.95 million across the three days, with Bitwise’s XRP ETF and Franklin’s XRPZ carrying the Sept. 24 print in secondary reporting. Those flow prints are regulated U.S. wrappers. Ondo’s Intelligent Portfolios are a different rail: tokenized multi-asset portfolios issued for investors who already sit outside U.S. fund distribution.

What this piece does not claim: that the tokens replace ETFs inside the United States, that BlackRock is the issuer, or that onchain transferability equals a completed U.S. market-structure statute. The measurable news is narrower. A major asset manager’s model-portfolio strategies are now packaged as transferable portfolio tokens by Ondo for eligible non-U.S. investors, with named tickers, onchain visibility of weights and rebalances, and a stated path to expand the product line. Whether that channel deepens or stays a niche distribution experiment is the open question for later flow and AUM prints — not a forecast here.

  • UK Banks Complete First Live Tokenised Deposit Transfers

UK Banks Complete First Live Tokenised Deposit Transfers

Britain’s largest retail banks have completed their first live customer transactions using tokenised sterling deposits, according to industry association UK Finance and reporting by Reuters.

The pilots ran under UK Finance’s Great British Tokenised Deposit initiative. Participants named by UK Finance include Barclays, HSBC UK, Lloyds Banking Group, Monzo, Nationwide, NatWest and Santander. The shared platform was built by technology firm Quant.

UK Finance said the first live set included two remortgage completions, in which deposit funds were locked and then released automatically when the property transaction completed, and a consumer marketplace payment in which programmable deposits released funds only after goods were exchanged. In the marketplace test, Reuters reported that money moved between accounts while no real goods changed hands.

Tokenised deposits are digital representations of commercial bank money. UK Finance stresses that they are designed to keep the legal status and regulatory protections of ordinary bank deposits while adding programmability and faster conditional settlement. That distinction matters for risk-averse readers: this is not a privately issued stablecoin taking deposits off bank balance sheets. Reuters separately noted that the Bank of England has said it would rather banks experiment with tokenised deposits than with privately issued stablecoins — a preference about where innovation should sit, not a finding about today’s pilots.

UK Finance said further pilots in coming months are meant to link tokenised customer money with digital assets for settlement, and that banks in the project plan to issue digital debt instruments that can be traded and settled with coupons paid in tokenised deposits.

The United States is on a related path, not an identical one. In June, The Clearing House and a group of large U.S. banks announced a bank-led initiative for on-chain clearing and settlement of tokenised deposits, with links to existing RTP and CHIPS rails. That project is still building toward production; the UK pilots are the first live retail transfers of this kind the industry association has publicly claimed.

For Hardwire readers, the story is infrastructure, not a price signal. Regulated banks moved programmable sterling that remains commercial bank money. Scaling, rulebooks, and digital-asset settlement pilots still sit ahead of any claim that tokenised deposits have replaced either cash rails or dollar stablecoins.
